Ontario Regulation 25/23 (which has replaced O.Reg. 507/18) is a regulation which requires public agencies, such as municipalities, to annually report their GHG emissions and to develop an energy conservation and demand management plan.

​This Corporate Energy Conservation and Demand Management Plan provides an overview of the City's current emissions and outlines a strategy to diminish its corporate contribution to GHG emissions. The goal is to achieve a reduction of 40-45% in emissions by 2030 (compared to a 2010 baseline) and ultimately attain net zero emissions by 2050​.
