Stronger staffing, smarter enforcement and strategic changes lead to major first quarter achievements in by-law compliance
BRAMPTON, ON (April 11, 2025) – At a City Council meeting on April 9, Brampton’s Enforcement and By-law Services presented a progress report highlighting the significant advancements made during the continued implementation of the recommendations from the Enforcement Operational Review. The report outlines measurable improvements that are driving stronger compliance, community safety and service delivery across the city.
Significant successes from the first quarter of 2025 include:
- From the 1,849 proactive by-law enforcement patrols, 1,900 penalties were issued, demonstrating the effectiveness of strengthened enforcement efforts.
- A 97 per cent increase in towing rate was recorded compared to the same period in 2024, reflecting the City’s zero-tolerance approach to enforcement where public safety is at risk and in response to repeat offences.
- A 77 per cent increase in the number of proactive property standards investigations compared to Q1 2024. This is a clear demonstration of the benefits of the City’s Residential
Rental Licensing (RRL) pilot program.
- 84 Accessible Parking Permits have been seized due to fraudulent use, more than double the amount recovered in the first quarter of 2024.
- Since introducing higher penalties for repeat parking offences in February, the City has issued 620 secondary and 282 subsequent offence penalties. This approach demonstrates Brampton’s ongoing commitment to encouraging responsible parking behaviour.
These outcomes stem from a series of strategic changes implemented as described in a recent report updating the City’s operating procedures for parking and property standards violations. They are also a direct response to the Enforcement
Operational Review, a report commissioned by the City last
year to improve the efficiency, effectiveness and compliance of its by-law services. Key actions taken include:
- Transitioning to a proactive parking enforcement model.
- Introducing increased penalties for most repeat offences.
- Enhancing the City’s towing process.
- Conducting regular proactive by-law inspections.
- Launching patrols in high-priority areas to enhance visibility and deterrence.
To support these efforts, the City also introduced a Stabilization Staffing Model, with a significant investment in hiring 38 additional By-law Enforcement Officers and two support staff to increase capacity, improve service levels and maintain timely responses to community concerns.
