​​​​The City of Brampton invites professional artists and artist-led teams to submit Expressions of Interest (EOI) and Qualifications to create a new public memorial honouring Terry Fox.

Terry Fox is a celebrated Canadian athlete and cancer research activist. This memorial aims to enhance the Terry Fox Stadium area at Chinguacousy Park in Brampton and recognize the 45th anniversary of the Marathon of Hope in 2025. The proposed memorial will provide a significant commemorative element within the park, which welcomes over 50,000 visitors annually.

Context and Project Description

Terry Fox entered Brampton on July 24, 1980, during the Marathon of Hope. He ran east along Bovaird from Halton Hills, south on Hurontario Street through downtown Brampton, and then east on Queen Street out of Brampton on Highway 50. The City celebrates Terry Fox as a Canadian athlete, humanitarian, and cancer research activist, honouring his contributions not only through the existing Terry Fox Stadium, walking track, and community events flag-raising program but also by embracing his legacy as a beacon of vibrant, enduring spirit.

The site at Terry Fox Stadium offers a unique opportunity to celebrate Terry Fox’s journey with a playful and contemporary trib​ute that resonates with the vibrant, youthful audience frequenting the space. Positioned at a hub of activity in Chinguacousy Park—where students and young people gather for Terry Fox runs, track meets, and various sports events—this memorial serves not just as a tribute, but also as an educational and inspirational landmark.

By situating the memorial in a place frequented by youth, there is a profound opportunity to inspire and educate them about Terry Fox'​s values of perseverance, hope, and dedication, which he demonstrated during his Marathon of Hope.

Budget

The total budget for the Terry Fox Memorial is $150,000 in Canadian Dollars. This is the maximum available budget to cover all costs associated with the implementation of the Suc​cessful Artist’s concept for the Memorial including HST.

Design and Submission Guidelines

Professional artists and artist-led teams are invited to respond to this EOI by submitting a single PDF document. This PDF document must be titled with the name of the artist and project (Artist Name_Terry Fox Memorial EOI). Submissions must include the following:

  • Artistic Statement: Outline your artistic experience, approach, and interest in the project.
  • Curriculum Vitae (CV): A detailed list of professional arts experiences and previous public art commissions, as well as any additional information relevant to this EOI. If applying as an artistic team or collective, please include a CV for each member and identify their role in the project.
  • Artistic Support Material: A maximum of ten (10) images to act as visual support material for your submission. Each image should be titled and numbered.
  • Support Material List: A written list that corresponds to the Artistic Support Material. Each image should be numbered with the following details noted: Title, date completed, location, dimensions, materials, project budget, commissioning body (if applicable), and a brief description of the work (maximum 50 words).
  • References: Provide names and contact information (current email and phone number) for three (3) references, preferably in relation to recent public art projects. Please identify their role and connection to the project. Reference letters are not required.

Submission Instructions

  • Upload the PDF document to a single folder in a cloud storage solution like Google Drive or Dropbox.
  • Select the folder you want to share, follow the instructions provided to share via link, and copy the link into the submission form.
  • Submi​ssions must not exceed 20 MB and be formatted as a single PDF. Late and/or incomplete submissions will not be accepted.

Application Process

The selection of the Terry Fox Memorial will be a two-stage, national competition, open to professional artists based in Canada.

The procurement process will consist of (1) a request for Expression of Interest (EOI), followed by (2) a Request for Proposals (RFP) from the selected shortlist of qualified professional artists.

Given the nature of the project, the selected artist will be expected to work collaboratively with the project team on the technical development of the artwork concept and integration into the overall landscape design.

Stage 1: Expression of Interest

A Selection Panel will review all submissions and meet in September/October 2024 to identify a shortlist of up to three (3) artists. The review and assessment will be based on artistic excellence and demonstrated or perceived ability to create and execute an innovative, engaging public memorial that is complementary to the community context.

The Selection Panel will be comprised of a diverse group of professionals and community members and may include artists, curators, urban designers, engineers, and community representatives.

Stage 2: Request for Proposals

Shortlisted artists will be notified in writing and invited to develop a design proposal.

A detailed Terms of Reference document will be provided to guide the shortlisted artists in the preparation of their proposals. The timeline for the concept development period is two (2) months, resulting in a final concept proposal, budget, and schedule.

Each proposal will first undergo a technical review by City staff. Following the technical review, shortlisted artists will be invited to present their proposals to the Selection Panel virtually, using a video conferencing platform of the City’s choice.

Shortlisted artists will be paid a fee of $1,500 plus HST for this stage and will present their proposals to the Selection Panel. The Selection Panel will recommend to Council an artist whose proposal best responds, both conceptually and technically, to the objectives, vision, and scope of the project, and who has the ability or perceived ability to conceive and realize a public artwork on the designated site.

The successful artist will be notified in writing that they have been awarded the commission. The successful artist will work with the City to refine their design and to develop technical plans for fabrication and installation.

The Selection Panel, and the City, retains the right not to choose a successful artist.
