Vital Services

​The City of Brampton’s Vital Services By-law outlines a landlord’s responsibility to provide their tenants with adequate and suitable heat, supply of water, and supply of hot water.

Adequate Heat

Between the 15th day of September each year and th​e 1st day of June the following year (subject to change), adequate and suitable heat must be provided. Rental accommodations must have heating equipment capable of maintaining adequate and suitable heat, but cannot be equipped with auxiliary heating (i.e. space heaters) as the primary source of heat.

Other Services

Rental accommodations must also have an adequate and suitable supply of hot or cold water, fuel, electricity and gas.

Definitions

  • Adequate and suitable heat: a minimum air temperature in all occupied rooms of 20 degrees Celsius (68 degrees Fahrenheit) at a point 1.5 metres (4’11”) above the floor and 1 metre (3’3”) from exterior walls.
  • Adequate and suitable supply of water: the continuous and uninterrupted supply of potable water of sufficient quantity for normal use of the kitchen, laundry and bathroom facilities.
  • Adequate and suitable supply of hot water: water at a temperature of at least 49 degrees Celsius (120 degrees Fahrenheit) is provided in an amount capable of completing regular household activities
