The most frequent reasons for the token to be declined are as follows:

  • The cardholder name must be exactly as it appears on the card.
  • If you have recently received a new card you may not have activated it yet. You will need to call to activate the card or do a pin pad transaction using the pin number to activate it. A new card can not be activated online.
  • Your billing address must match the billing address and postal code indicated on the credit card statement for the card you are using. Check if there are any typos when entering the address. If you are using a corporate credit card, ensure you have the correct mailing address.
  • If you have moved recently, consider if you have not yet updated your billing address with the card issuer.
  • You can also check with the card issuer to see why you are experiencing issues with the verification process. The card issuer should be able to identify why it is being declined.

If you have applied for Two Unit Dwelling, Three Unit Dwelling or a Garden Suite, there will be a zoning registration permit indicating the registration fee and another permit indicating the building permit application fee. For the Building Division’s Plans Review team to proceed with reviewing your permit, you must pay for all fees outstanding. In the Search box, you can type the address of the permit to view all fees outstanding for that property.

After the plans review of your drawings has been completed, the Building Division will notify you if you have any balance payments outstanding. You will be able to log into the portal and make payments for any balances you have outstanding. The permit will be issued only after outstanding fees are paid.
