Industrial, Commercial and Institutional and Highrise Residential Inspections

​​​​​​​​​​​​​Once you have been issued your permit, please review all documents as changes may have been made to the submitted drawings. If any changes raise concern, please review them with your plans examiner.

Along with permit drawings you will a receive permit card and the important notice to permit holders card. These are discussed in detail below. On the same card you will find required reports, the mandatory inspections list and certificates to be provided during the construction process.

If a commitment form​ is filled out and signed, those professionals have committed to perform general reviews of the construction. Please review these requirements with your inspectors. Delays in submitting required documents can result in orders being issued and/or delaying of occupancy and/or closing the permit.

Mandatory Inspections

Please review the list of mandatory inspections for your type of permit (located on the back of your permit card) as some of these may not apply.

Start of Construction - Purpose of this site meeting is to identify any questions the contractor has, if any, especially regarding notes from plans examiners (if not already done so during permit pick up) prior to construction. Also reviewing required reports/certificates and fences to prevent hazardous condition to public.

Building Envelope - Including but not limited to exterior cladding, insulation and vapour barrier

HVAC rough in - HVAC ductwork complete

Substantial Completion of HVAC Systems - Systems fully functional

Kitchen Exhaust Systems - Complete and Ready for testing

Fire Suppression Systems - Complete and Ready for testing

Occupancy - Notice of completion must be submitted (NofC form) prior to occupying the newly constructed space or part of, once all applicable inspectors pass occupancy inspections an occupancy permit will be issued and mailed to owner within 5 business days

Final - All construction is complete. Once passed by all applicable inspectors a Certificate of Final Inspection will be sent within 10 business days

Start of Construction - Purpose of this site meeting is to identify any questions the contractor has, if any, especially regarding notes from plans examiners (if not already done so during permit pick up) prior to construction. Footing - At ready stage for pouring concrete, excavation complete, forms in place (or trench excavated) on undisturbed soil free of standing water, mud and loose earth

Backfill - Ready for backfilling of foundation, dampproofing applied, weeping tile covered with stone (min. 6 inches of cover)

Structural Framing - Prior to insulation but after rough ins are complete and passed (plumbing, hvac and electrical)

Fire Separations, Closures and Fire Stopping - Fire separations fully complete as per design details and/or listed systems

Interior Finishes - Interior finishes completed including but not limited to trim, paint and doors, normally done with occupancy and/or final inspection

Fire Alarm Systems - Fire alarm systems complete and verified and all paperwork ready to be submitted to the inspector, systems also ready to be tested in presence of the inspector

Sprinkler and Standpipe Systems - Sprinkler and/or standpipe systems complete, tested and paperwork ready to be submitted to the inspector, systems also ready to be tested in presence of the inspector

Emergency Lighting and Power - Emergency lighting and power systems complete, tested and paperwork ready to be submitted to the inspector, systems also ready to be tested in presence of the inspector

Fire Access Routes - Fire access route complete with reports confirming capable of supporting fire department’s equipment

Occupancy - Notice of completion must be submitted (NofC form) prior to occupying the newly constructed space or part of, once all applicable inspectors pass occupancy inspections an occupancy permit will be issued and mailed to owner within 5 business days

PUBLIC POOLS - Pool Deck, Dressing Rooms and Emergency stop systems complete and Pool form completed and ready for submission to inspector

Final - All construction is complete, interior and exterior including grading. Once passed by all applicable inspectors a Certificate of Final Inspection will be sent within 10 business days

Fire Service Mains - Prior to backfilling

Outside Sewers - Prior to backfilling

Water Service - Complete with tracer wire (when required), prior to backfilling

Underground Plumbing rough in - Water service, sanitary and storm drains before covering

Drains, Waste and Vents - Complete and ready for testing

Water Distribution System - Complete and ready for testing

Plumbing Fixtures and Appliances - Plumbing System (drains, supply and venting) installed and tested

Occupancy - Notice of completion must be submitted (NofC form) prior to occupying the newly constructed space or part of, once all applicable inspectors pass occupancy inspections an occupancy permit will be issued and mailed to owner within 5 business days

PUBLIC POOLS - Suction, gravity outlets and covers complete

PUBLIC POOLS - Circulation/re-circulation systems complete

Final - All construction is complete. Once passed by all applicable inspectors a Certificate of Final Inspection will be sent within 10 business days
